In this study, factors affecting grazing management system in winter rangelands of Semnan province were investigated. All of livestock manager in Semnan were selected as population samples in this research. Based on stratified random sampling method and Cochran formula, sample size of 30 of ranches were estimated. Data were collected through a survey using questioned and field measurement. Results show that there are different factors affecting grazing management system. The most important factors are ownership problems, forage and water quantity and quality, herd station site in rangeland and herd number in winter season.
