تدوین چارچوب مفهومی حکمرانی تطبیقی مبتنی‌بر دانش بومی برای مدیریت پایدار زیست‌بوم‌های بیابانی(مطالعه موردی: استان سمنان)

چکیده

حکمرانی منابع طبیعی در زیست‌بوم‌های بیابانی، به‌دلیل تشدید تغییرات اقلیمی، کاهش منابع‌آب و افزایش آسیب‌پذیری معیشت جوامع محلی، نیازمند رویکردهای سازگارشونده و مشارکتی است. پژوهش حاضر با هدف ارائه چارچوب مفهومی حکمرانی تطبیقی مبتنی‌بر دانش بومی در زیست‌بوم‌های بیابانی استان سمنان انجام شد. این پژوهش با رویکردکیفی و براساس نظریه داده‌بنیاد استراوس و کوربین اجرا گردید. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته با ۲۵ نفر از بهره‌برداران محلی، ریش‌سفیدان و کارشناسان حوزه منابع طبیعی گردآوری و با استفاده از نرم‌افزار MAXQDA 2022 تحلیل شدند. در فرآیند تحلیل، ۲۲۱ کد اولیه استخراج و پس از مقایسه، ادغام و انتزاع مفهومی، در قالب مقوله‌های محوری و الگوی پارادایمی سازمان‌دهی شدند. یافته‌ها نشان‌داد که تنش‌های اکولوژیکی، فشارهای اجتماعی-اقتصادی و شکاف‌های نهادی، شرایط علّی شکل‌گیری حکمرانی تطبیقی را فراهم می‌کنند. این فرایند در بستر ویژگی‌های شکننده اکولوژیکی، سرمایه اجتماعی و دانش بومی جوامع محلی و تحت تأثیر عوامل تسهیل‌کننده و محدودکننده نهادی شکل می‌گیرد. راهبردهای اصلی شامل مدیریت سازگارشونده منابع، هم‌آفرینی دانش بومی و نوین، حکمرانی مشارکتی و تقویت نهادهای عرفی است که پیامدهایی نظیر ارتقای پایداری اکولوژیکی، افزایش تاب‌آوری اجتماعی-اکولوژیکی و افزایش اثربخشی سیاست‌های مدیریت منابع‌‎طبیعی را به همراه دارد. چارچوب مفهومی پیشنهادی نشان می‌دهد که حکمرانی‌تطبیقی در مناطق خشک، فرایندی پویا، یادگیرنده و چندسطحی است که از تعامل میان دانش بومی، ظرفیت‌های اجتماعی، شرایط اکولوژیکی و ترتیبات نهادی شکل می‌گیرد. این چارچوب، با توجه به زمینه اجتماعی-اکولوژیکی مورد مطالعه، می‌تواند به‌عنوان مبنایی مفهومی برای تبیین و توسعه رویکردهای مشارکتی و دانش‌محور در مدیریت‌پایدار زیست‌بوم‌های بیابانی مورد استفاده قرار گیرد.
