اولویت‌بندی فضایی زیرساخت سبز شهری در مناطق نیمه‌خشک‌ برای مدیریت رواناب (محدوده مطالعاتی: شهر تهران)

چکیده

مدیریت رواناب شهری در مناطق نیمه‌خشک یکی از چالش‌های مهم برنامه‌ریزی شهری می‌باشد. این پژوهش با هدف ارائه چارچوبی علمی برای اولویت‌بندی فضایی توسعه زیرساخت‌های سبز شهری با تأکید بر مدیریت رواناب در کلان ‌شهر تهران انجام شده است. روش تحقیق مبتنی‌بر تلفیق سامانه اطلاعات جغرافیایی و تصمیم‌گیری چندمعیاره مکانی با استفاده از فرآیند تحلیل سلسله مراتبی است. بدین منظور، نه معیار کلیدی شامل پتانسیل رواناب، شیب، تراکم جمعیت، بافت خاک، فاصله از فضای سبز، فاصله از رودخانه‌ها، فاصله از مراکز آموزشی، فاصله از مراکز درمانی و فاصله از راه‌های اصلی شناسایی، وزن دهی و در محیط سامانه اطلاعات جغرافیایی تلفیق شدند. تحلیل حساسیت مدل از طریق ایجاد ۱۸ سناریوی وزنی و محاسبه ضریب کاپا انجام گرفت. یافته‌ها نشان داد که سطوح نفوذناپذیر بیش از 80 درصد مساحت شهر را پوشش می‌دهند. پهنه‌های با اولویت بسیار بالا عمدتاً در مناطق مرکزی، جنوبی و غربی تهران (مناطق 10، 11، 12، 15، 16، 17 و 20) متمرکز شده‌اند که با تراکم جمعیتی بالا، پتانسیل رواناب شدید و کمبود فضای سبز همراه است. در مقابل، مناطق شمالی شهر به‌دلیل پوشش‌گیاهی مطلوب و تراکم کمتر، اولویت پایین‌تری دارند. نتایج تحلیل حساسیت، پایداری بالای مدل (کاپا بزرگتر از 82/0) و حساسیت بالای معیارهای پتانسیل رواناب و تراکم جمعیت را تأیید کرد. این پژوهش نقشه‌ای عملیاتی و مبتنی‌بر شواهد را به‌عنوان ابزاری برای پشتیبانی از تصمیم‌گیری مدیران شهری در راستای تخصیص بهینه منابع و افزایش تاب‌آوری هیدرولوژیکی تهران ارائه می‌نماید.
